Tender description

West Midlands Combined Authority (or WMCA) currently intends to construct three new fully accessible railway stations in the West Midlands area. The stations are located at Moseley, Kings Heath and Hazelwell. To shape the procurement of the new stations, WMCA has decided to engage with contractors in order to better understand the market and the issues faced during the current climate. WMCA are seeking views from contractor’s on the current base procurement scenario provided to enable WMCA to gather the thoughts of the market on the base procurement scenario presented, as well as alternatives, to inform the procurement strategy. The project requires the contractor to be responsible for the following requirements and outputs: (a) asset management plan – throughout the life of the project, dilapidation reports through to handover/completion; (b) intrusive and non-intrusive surveys – including topographic, ground investigation, PWay and asset condition surveys; (c) production of GRIP 5 detailed designs, including Form 002s and 003s as appropriate for all asset types, for review and acceptance by Network Rail and the train operator; (d) production of all necessary documentation to enable the project to progress to completion including programme, risk and HazID registers, discharge of planning conditions, health and safety file, CSM Safety Assessment Report and ROGS requirements; (e) implementation/construction of the project works (excluding the enabling works defined in other documentation. The construction works will include the following on both new stations: (i) two 6-car platforms; (ii) pedestrian access to the platforms including stairs, lifts and at Kings Heath a pedestrian overbridge; (iii) platform waiting shelters, lighting, CCTV, ticket vending machines, passenger help points, PA and passive provision for a multi-use station building; (iv) cycle hub; (v) track, lineside drainage and signalling works to facilitate construction of the new station platforms; (vi) station passenger drop-off areas at Moseley and Hazelwell and highways works at all three stations. (f) Conclusion of the ‘entry into service’ and handover-processes to both Network Rail and West Midlands Trains. It is anticipated that the procurement exercise will commence in the first quarter of 2021. The value of the Procurement is estimated at circa GBP 30 million.
