Tender description

The authority is inviting expressions of interest from interested parties for the design, development, integration and support of a Beyond Line of Sight (BLOS), L Band radio communications waveform. The procurement strategy under consideration is based on selection of a prime contractor to take an authority-owned Software Defined Radio (SDR) and develop an application/software load for it which provides a secure, short data messaging service via an existing commercial SATCOM system. Details of the SATCOM system will be provided at pre-qualification (PQQ) stage. Respondents to this EOI must have expertise in the following areas: • SDR technologies; • waveform design, assurance and certification, for use on commercial SATCOM bearers; • information security (must hold List X or equivalent (e.g. FSC) status; • software integration with third party SDR hardware. If responding to this EOI please provide a written summary, in no more than 750 words, of how you meet the criteria above. Selection of the prime contractor shall be via: 1) pre-qualification questionnaire (PQQ) — all respondents to this EOI who meet the minimum criteria will receive a PQQ. Respondents to the PQQ shall be down-selected based on their responses; those who are down-selected will receive an Invitation to Tender; 2) ITT — the ITT shall contain a detailed requirement specification, draft contract, and marking scheme, which potential suppliers will need to submit a proposal against. The supplier submitting the highest scored ITT response — based on a combination of cost and technical suitability — will be considered the preferred contractor for the requirement. Whilst there is every intention of progressing this requirement, the project remains subject to formal approvals.
