Tender description
This PIN is issued by Transport for London (TfL) and seeks to inform the market of a Market Sounding Questionnaire (MSQ) that has been issued by TfL. The MSQ seeks to obtain market feedback in relation to TfL Solar PV Private Wire opportunities. Its primary focus is to better understand the market and appetite in this area, to test a number of parameters that will shape TfL’s procurement strategy for solar PV private wire projects, and to understand key perceived risks and opportunities. Currently, TfL are looking for parties that may be interested in such an exercise to identify themselves and express their interest as well as to respond to the MSQ. Please note that in order to do so (and in order to access future tender exercises published by TfL), organisations will need to register as a supplier via the following link: https://procontract.due-north.com/Register Any party that is already registered should log onto TfL's e-procurement portal and express their interest, following which they will be able to download the Prospectus and MSQ which are both immediately available and include additional details about submission arrangements and response deadlines. https://procontract.due-north.com/Advert?advertId=0ffc3694-6f39-eb11-8106-005056b64545 TfL is London’s single largest consumer of electricity and among the top users in the UK, with an aggregate electricity demand of ~1.6 TWh per year across traction and non-traction power and bus demand. Demand projections see this increase to ~2.4 TWh per year by 2030. The Mayor’s Transport Strategy (MTS) sets out the overarching policy roadmap for road, rail and shipping emissions in London to be zero carbon by 2050, with a specific objective of running a zero carbon railway by 2030. The objective of TfL’s Solar PV Private Wire project is to enable TfL to directly receive zero-carbon electricity from decentralised sources, reducing the carbon emissions associated with the operation of the London Underground network. TfL is only considering sources that are renewable and zero emission at point of generation, hence the primary focus is on direct connection to new-build solar photovoltaic (PV) generation. Suppliers will generate electricity for sale to TfL over a long-term contract, providing suppliers with reliable, long-term revenue streams. TfL is currently in the process of determining the procurement strategy which will guide a competitive tender exercise, and which this early market engagement concerns. This is currently expected to result in private/direct wire projects on non-TfL-owned land with an estimated combined maximum power delivery potential of 64 MW (or MVA at unity power factor) based on a solar generation profile. TfL is looking for feedback from the market on the envisaged procurement process. Additional information and the MSQ document can be found at the links given in section II.1.4).
