Summary of the work Plan and support initial phase of establishing MDM program initially for parties playing multiple roles and their contacts data management using appropriate COTS MDM tooling within current technical architecture using standard data model and integration patterns, with appropriate data governance, incl. ownership and stewardship and processes for master data management Specialist role Data architect Expected Contract Length 3 months - end date 31st March 2021 Latest start date Monday 18 January 2021 Maximum Day Rate £650 per day excluding VAT Who Speclialist Work With The DIT directorate is a team of 70 digital, information and technology professionals. We adopt a user centric agile methodology and work in multi-disciplinary teams to develop and maintain NICE’s suite of digital and technology services. The teams design, develop and maintain NICE’s suite of externally facing digital services including the website, Pathways, CKS, BNF and Evidence Search. DIT is responsible for NICE’s internal guidance production systems including content management, authoring and publishing systems; as well as IT operations and support, including networking, infrastructure, DevOps and unified user support, in addition to leading the implementation of new digital workplace solutions. What Specialists Work On Define NICE’s master data management requirements initially for managing contacts/stakeholder data, but with a view to include other domains in future. Validate current draft conceptual data model for contacts/stakeholders and support further development into logical data model to ensure it meets users' needs and is suitable for implementation in MDM tooling solution. Develop a governance model and associated policy and processes for management/stewardship and ownership of contact data at NICE and identify training needs. Work with technical teams to define a technical roadmap for implementation of the model within key technical systems using standard data model and integration patterns. Skills & Experience • Experience in establishing Master Data Management program successfully and appropriately for the data management maturity of the organisation covering all aspects of establishing and maintaining an MDM program successfully. • Knowledge of the state of the art of MDM tooling and ability to assess suitability appropriately for an organisation and recommend appropriate solutions aligned to identity management and CRM solutions. • Knowlege of relevant standards and regulations particularly relating to management of party/people data. • Knowledge and experience of using standard data models and patterns appropriate for MDM and integration within existing and future architecture particularly relating to management of party/people data. • Knowledge and experience of using different MDM architectural and implementation styles and ability to recommend approach appropriate for organisation. • Ability to assess and recommend appropriate approaches for data integration and migration incl. use of external data sets. • Knowledge and experience of establishing appropriate security and privacy to ensure regulatory compliance, in particular for UK and international PII data. • Experience in writing successful business case for establishing MDM program in one domain initially with further domains to be added. • Experience of defining appropriate data governance for MDM. • Experience of integrating MDM with CRM and Identity and Authorisation solutions. • Experience in facilitation techniques for the developement of conceptual/logical models. • Experience using appropriate tools to both facilitate development of the model and maintenance of it over time. • Understand how to work to define and develop data models that feed into agile development team drawing on standard approaches. Can you tell me if there is an incumbent please? No, there is no incumbent 2. What is NICE's preferred COTS MDM tooling? NICE doesn’t have preferred MDM tooling, we are seeking somebody to assess our needs and help us to establish an approach to MDM. 3. Is this contract likely to extend beyond the mentioned 3 months? The DOS contract allows for a 25% of the original contract term for extension. NICE will assess the project at that time, although we do feel that more work may be required which we would use the extension clause. After that should any further work be required we would re-procure. 4. Please could you confirm whether the engagement will be inside or outside IR35? We have carried out the test using the HMRC tool but without the specific supplier information the result is ‘indeterminant’. We will therefore re run the HMRC IR35 test at supplier award but before committing to the contract. The result of that final test will be binding 5. Is this contract likely to be extended?
