Tender description
The primary objective of this proposal is to improve the political and corporate leadership and oversight of Local Authorities (LAs), with responsibility for delivering children’s services. This will be delivered by; Leadership development programmes for new and existing political leaders. Learning and development opportunities for corporate leaders. Facilitate and develop regional Lead Member networks. Full diagnostic on the effectiveness of LA corporate parenting arrangements. Facilitated learning and development for groups of local politicians/councillors. Targeted support for selected LAs, across all regions. Coaching and mentoring for individual political and corporate leaders. Leadership development programmes for new and existing political leaders, in up to 151 LAs, to ensure they can fulfil their statutory role and provide effective scrutiny and challenge to improve children’s services across the country. Learning and development opportunities for corporate leaders in up to 151 LAs, to support a clear understanding of what ‘Good’ children’s social care looks like, and how to get there. This should include Chief Executives and Chief Finance Officer/Section 151 officer and those who have corporate responsibility for HR and IT services. Facilitate and develop regional lead member networks linking up with regional improvement and innovation alliance’s. Full diagnostic on the effectiveness of LA corporate parenting arrangements for around 12 LAs per year. Facilitated learning and development for groups of local politicians/councillors e.g. cabinet. Targeted support for selected LAs, across all regions, focused on the effectiveness of senior leaders and the LAs strategic approach, including working with directors of children’s services, chief executives and lead members. Coaching and mentoring for individual political and corporate leaders in up to 15 LAs per year. This will be for LAs judged to be Inadequate, those with areas for priority action following an Ofsted focused visit or where there is evidence of declining performance
