Tender description
The purpose of this Prior Information Notice is for the Council, in partnership with the 4Cs, to engage with the children residential home market and invite potential providers to a market engagement panel to those who may be interested in providing and delivering a bespoke residential placement offer for a young person (aged 15 years) currently being supported by children’s services. The purpose of this Prior Information Notice is for the Council, in partnership with the 4Cs, to engage with the children residential home market and invite potential providers to a market engagement panel to those who may be interested in providing and delivering a bespoke residential placement offer for a young person (aged 15 years) currently being supported by children’s services. The Council would like to hear from organisations who have experience in residential child support, and are committed to providing specialist person centred and outcome focused care to vulnerable children. Organisations will be required to provide a safe and supportive residential home for one young person (aged 15 years) that supports the individual to have wellbeing, positive relationships with friends, family and wider community, and positive outcomes throughout their teenage years into adulthood. The successful provider is expected to provide the necessary staffing and care arrangements from contract initiation until a short time after the young person turns 16 years old. Providers will be required to acquire (make available for the term of agreement through already available provision, purchase or rent to purchase) a property which is suitable for the young person, and completed the Registration Process to set the provision up as a registered children’s home. The home must be based within the Cardiff City boundary. It is intended that this contract will be for 12 months. This will take the young person beyond their 16th birthday and allows sufficient time to start preparation for step down to independence. There will not be an option to extend this contract. The contract will commence on the identification of a suitable provider and property. It is anticipated this will be by 31 March 2021.
