Tender description

Social Care Wales is the regulator of the social care workforce in Wales. That means we register practitioners, set standards of practice and make sure workers are fit to practise. We are also responsible for developing and improving the workforce, improving services, setting priorities for research and gathering data. We are funded by the Welsh Government. The social care workforce has been at the forefront of the current Covid-19 response providing care for people particularly at risk of the virus in residential care homes and in the community. As such the way in which learning and development has had to adapt has been as fundamental as any impact facing the workforce with an immediate an almost universal move away from face to face training to more digital based solutions. A survey undertaken of the 22 Local Authorities in the summer of 2020 took the opportunity to understand the key actions that workforce teams have taken to make this transition and what plans they had in place to return to classroom based, face to face training and equally continue with digital approaches. What is required? Based on the results of the survey undertaken and feedback to Social Care Wales, we are looking to develop guidance that supports: - the re-introduction of face to face learning and development programmes taking into account relevant risk assessments and infection prevention control in light of current and ongoing restrictions in place due to Covid19 - the development, delivery and evaluation of digital based learning and development programmes Supplier expectation In terms of the workforce plans, you would be expected to: - Develop a project plan that identifies the work required to deliver the outputs - Analysis of existing intelligence from the engagement with the workforce net-work i.e. survey results - Analysis of existing guidance and resources that can help inform and shape the required guidance - Engage with the workforce manager network in social care across the 22 local authorities in Wales to help inform the initial draft - Develop draft guidance for developing and delivering: - Face to face learning and development - Digital learning and development (including approaches to evaluation) - Re-engagement with the workforce manager network for feedback on pro-posed guidance - Development of two fully bilingual web based guidance documents – one to support face to face learning and development and one for digital based solutions See Specification for further details
