Tender description

The Consultant shall provide the following Services in respect of the “Design of Harbour Square Redevelopment” Background: The project is to deliver a Public Realm project in Harbour Square, Derry~ Londonderry, which is located to the rear elevation of the city’s Guildhall and the adjacent Harbour House (formerly the Harbour Commissioner’s office). The three other sides of the ‘square’ are bounded by Whitaker Street, Custom House Street and Foyle Embankment. A public footpath bisects the square and acts as the main pedestrian route from the iconic Peace Bridge to the heart of the Walled City. The site is located within the Historic City Conservation Area*. A design solution is required which will deliver a high quality streetscape that will contribute positively to the economic, environmental and social vitality of the city. The scheme will include the provision of a piece of public art recognising the contribution of the “factory girls” to the city. Through sensitive development, it will compliment and continue the regeneration of the historic city centre while respecting the Guildhall and Harbour House heritage assets and exceptional riverside landscape setting. The overall scheme area is Circa 3,000 m2 and currently comprises soft landscaping, footways and carriageway made up of variant pavement quality. The budget capital value of the works is £1,000,000.00 plus a further £200,000.00 for the design, manufacture and installation of the public artwork. The proposed scheme should safeguard the setting and features within the conservation area, namely the Guildhall and Harbour House and the adjacent city walls and deliver optimal positive impact as well as complimenting other recently completed Derry City Centre and Walled City Public Realm schemes. Procurement Process up to and including RIBA Stage 3 Developed Design: The preferred procurement model will see Council appoint an Integrated Consultant Team (ICT) to initially project manage the developed design of the public realm works up to RIBA Work Stage 3 – Developed Design, including the submission of the planning application and monitoring/facilitation of this application until a planning decision has been made. The composition of the ICT will include as a minimum; • Architect/Landscape Lead Consultant • Project Manager • Artistic Advisor • Quantity Surveyor • Principal Designer – CDM Regulations • Structural Engineer • Mechanical and Electrical Consultant • Any further consultant/advisors deemed necessary for the delivery of the project.
