Tender description
The Consultant shall provide the following Services in respect of the ‘New Dedicated Boxing Hub and Multi Sports Hall at Melvin Sports Complex. Background: Derry City and Strabane District Council (DCSDC) is responsible for the management of the existing leisure facilities at Melvin Sports Complex, which are located at Melvin Road, Strabane. Please see Appendix A for Site Location Map. In 2014, a £2.2m refurbishment to the complex provided a new modern four-court badminton hall capable of hosting international standard competitions in various sports such as basketball, netball and volleyball. A public viewing gallery and activity rooms has also been provided to complement the existing outdoor facilities. An additional £1.2m investment in 2018 saw the development of a state of the art multi-sport 3G facility capable of hosting competitive matches in sports such as Gaelic, rugby and soccer. Work is currently underway with a £1m investment to install a 200 seated covered stand and permanent changing accommodation at the existing full size grass soccer pitch at Melvin Arena to leave the grounds capable of catering for IFA Intermediate standard football matches. It is envisaged that floodlighting will be added in due course. This will assist local soccer clubs, both male and female, to compete at the higher levels of soccer within NI. To complement the above facilities, and to assist local clubs, DCSDC now wishes to develop Melvin Sports Complex further by creating a new dedicated boxing facility and training hall to address the obvious shortfall for boxing in the Strabane area. The proposed facility will consist of a large hall capable of being separated into two spaces with a proprietary moveable partition, with fixed boxing equipment on one side and a mixed used activity space on the other side. Although the facility will primarily cater for boxing, it is also hoped that the activity space will facilitate a range of other sports that are not currently available within the Melvin Sports Complex, such as gymnastics, boccia and bowls. The estimated capital value of the works (which includes all professional fees, site investigations and statutory approvals) is £1.6m, which will be funded by DCSDC and SportNI To ensure a viable business case is submitted to SportNI by the end of February 2021 DCSDC are also in the process of procuring an Architect led consultant team consisting of an Architect and Quantity Surveyor to provide all the necessary services to deliver a fully developed RIBA Stage 2 Design Report. This team will also assist an economist/business consultant investigate the technical and economic feasibility of developing and operating a new dedicated boxing hub and multi sports hall at Melvin Sports Complex, Strabane, Co. Tyrone. Review of RIBA Stage 2 Design Report and RIBA Stage 3 Developed Design: To coincide with the above Council would like to appoint an Integrated Consultant Team (ICT) to review the RIBA Stage 2 Design Report and project manage the developed design of the new dedicated boxing hub and multi sports hall up to RIBA Work Stage 3 – Developed Design, including the submission of the planning application and the monitoring/facilitation of this application until a planning decision is made. The composition of the ICT will include as a minimum; • Architect Lead Consultant • Project Manager • Sports Consultant • Quantity Surveyor • Principal Designer • Structural Engineer • Mechanical and Electrical Consultant • Any further consultant/advisors deemed necessary for the delivery of the project. To ensure the design is developed in accordance with the approved business case the ICT will also be expected to continue to liaise with the economist/business consultant.
