Tender description
It is against this background that the Africa Unit in DCAD is seeking to engage consultancy services to provide technical support to Ireland’s Special Envoy for francophone Africa and the Sahel over the period 2021-22. The overall purpose of the consultancy is to provide political analysis and research technical support to Ireland’s Special Envoy in the exercise of their official functions. The consultancy services will be expected to include, but not be limited to, the following tasks: • To monitor and inform the Special Envoy of upcoming Security Council debates, meetings, etc. relevant to the situations Francophone Africa and the Sahel; • To engage with Africa Unit, DCAD and other relevant DFA business units and missions with a view to reporting perspectives and sharing analysis of situations in francophone Africa and the Sahel particularly with relevance to Ireland’s foreign policy priorities, including international peace and security and international development. • To support the Special Envoy in preparing for engagements relating to francophone Africa and the Sahel including visits to the regions and in particular scheduling visit programmes, preparing appropriate research and briefings, and preparing suitable speaking material, as requited (in collaboration with DFA). • To accompany and support the Special Envoy on engagements and visits on and to West and Central Africa, as appropriate. • To maintain and develop a key network of contacts on francophone Africa, relevant to the work of the Special Envoy.
