Tender description

The Welsh Language (Wales) Measure 2011 established a legal framework to impose duties on certain organisations to comply with standards in relation to the Welsh language. The Measure has established official status for the Welsh language in Wales, as well as the general principle that Welsh should not be ‘treated less favourably’ than the English language in Wales. Ofcom’s overall compliance with the Welsh Language Standards regime resides with the Regulatory Affairs Principal, Wales with ongoing support from the Senior Welsh Language Affairs Advisor who ensures the timely turnaround of accurate Welsh versions of a wide range of documents as well as managing Ofcom’s online and social media presence. The requirement is for delivery of a translation service from English to Welsh and less frequently, from Welsh to English. Overview of requirements: The requirement is for delivery of a translation service from English to Welsh and less frequently, from Welsh to English. As a minimum, the service must deliver the following: — accurate, timely and clear translation of a wide range of materials from English to Welsh and vice versa, — simultaneous translation as and when required, — undertake a number of projects at the same time during busy periods and the ability to work to very tight deadlines, — proof reading of documents, — ability to turn around within constrained timescales, e.g. 1 hour if the translation is urgent, — quarterly contract management meetings at the Ofcom Wales Office. It would be preferable were the service also able to: — maintain and develop a cloud-based dictionary of complex Ofcom terms which can be shared with Ofcom Wales staff to ensure consistency across translations.
