Tender description

The Housing Executive manages over 85 000 properties and collects over 300 000 000 GBP p.a. in rent/rates income. Due to the ongoing implementation of Welfare Reform, there is an increasing need for new IT products and other services to help maximise income collection. A rental income maximisation strategy is in progress to address the complex challenges facing the organisation with regard to income collection. The Housing Executive would like to invite suppliers to participate in a product demonstration/trial. The product must: — have been implemented in an organisation with at least 10 000 properties, — facilitate effective and targeted income collection by disregarding, i.e. not highlighting cases where no intervention is required. As a minimum, this should effectively exclude: —— cases that are already subject to satisfactory recovery action; or —— cases where the only arrears on the account are deemed to be ‘technical’ (i.e. payment expected that will clear the arrears). — enable income collection teams to provide targeted support to tenants who are in rent arrears or at risk of getting into rent arrears, — highlight/prioritise rent arrear accounts dependent on their level of risk, — highlight accounts where early intervention is recommended i.e. tenant goes into arrears for the first time, missed payment, bounced direct deduction, benefit reduction, — identify tenants most likely to miss payments because of seasonal factors, e.g. Christmas.
