Kirklees Council would like to procure an integrated substance misuse service for adults that are 18 years or older. The service will be prevention and recovery orientated, with recovery aspirations being built in from first contact and early identification enabled across different settings. Kirklees Council would like to procure an integrated substance misuse service for adults that are 18 years or older. The new service will build on existing services and be prevention, early intervention, harm minimisation, treatment and recovery orientated. Recovery aspirations will be built in from first contact and early identification and intervention enabled across the system. The service will develop and model a culture that inspires people to believe that change is possible and that they can control this. The service will include a balance of prevention, early intervention and capacity building within partner populations to optimise outcomes. The service will be delivered with the following best practice outcomes in mind: 1) Early identification and intervention for people with alcohol and drug problems, 2) Raise awareness of risks and deliver harm minimisation interventions, 3) Co-production of personal plans with interventions and recovery outcomes, building on people’s existing capabilities and resilience, 4) Recognition, utilisation and development of individual assets, 5) Recognition, utilisation and development of community assets, 6) Community capacity building, and 7) Building recovery capital and promoting its visibility and the development of peer support from harm reduction through to full recovery. The service will support individual service users to achieve their personal outcomes. To be able to develop positive supportive networks, contribute to their community and realise their potential. Overall well-being will be enhanced through service users fulfilling their personal and social goals and enhancing their sense of purpose. The provider will support service users to incorporate these elements within their journeys.
