Tender description

To provide a vibrant, sustainable and modern commercial café and sports pavilion that compliments the park and its offer as an open space in facilitating sport and leisure pursuits by 1.8.2021. The Council welcomes innovative proposals: — for a ground-floor café with facilities to accommodate sports changing and public toilets, — we are open to innovative building design ideas. These can either take advantage of the current outline planning approval obtained by the Council under Planning Permission Reference APP/17/01146/P (for which a reserved matters application will be required) or can form the basis of a new design but the size of the building should be proportionately similar to those in the outline planning approval. Fields in Trust have given ‘in principle’ consent for the proposed extension of the building, as detailed in APP/17/01146/P, subject to full planning permission. The Council will seek full fields in Trust consent on approval of the final design by the successful bidder, — the Council will consider conversion of the loft space to accommodate community use e.g. a viewing area, storage, equipment hire and retail, where such use is sympathetic to current building design and enables better use of and compliments the outdoor space, — the catering offer should deliver a hot and cold food/drink offer with a mix of indoor and outdoor covers and takeaway, — the re-modelling of the pavilion should integrate a space for community groups to use when not required for sporting purposes. Existing users and wider site visitors should benefit from the introduction of a permanent catering facility.
