Lancashire County Council (the Council) invites interested stakeholders to early market engagement in relation to the provision of residual waste treatment from 2025 onwards. Due to expected interest levels, places will be strictly limited to 2 people from each company. The Council is keen to move away from landfill and to better understand what the market can offer in terms of treatment alternatives for residual waste; in particular treatments that will deliver best value. The event will also need to consider the transportation of waste, potential impact of any changes to the composition and volumes of residual waste and to environmental legislation over time. Please note that the purpose of this event is for the Council to engage with the market and affirm an understanding of what it has to offer to assist the Council. This notice is only intended to alert businesses to a market engagement event. Outcomes from this event may be used to shape the formal tendering process. Please note: any figures presented or discussed at this event are subject to change and may increase or decrease depending on feedback from the market and from other internal processes before the formal procurement process begins. The Council's intention is for residual waste from all of the county to be treated using a reliable, low cost and environmentally sensitive method. While the contract will begin in 2025, several years may be required prior to 2025 for the successful bidder to develop treatment facilities, the reason this event is being held now. The event will take place between 10.30 – 3.30 on 27.2.2020 at: the Environmental Education Centre, Sustainability Way (opposite Leyland Trucks) Farington. The satellite navigation post code to use is PR26 6TB and the facility is signposted 'Waste Recovery Park/Environmental Education Centre'. Car parking is limited and the use of an overspill car park a few minutes' walk away, may be required. Partly due to space constraints, there will be a strict 2 persons-per-business only policy. The Council intends to present details of waste arrangements and an overview of the existing network, before running through possible areas of interest. There will then be the opportunity for short one-to-one meetings between Council staff and individual businesses. The event will be followed-up by an online questionnaire for participating businesses. Lunch will be provided. The venue is suitable for those with mobility issues.
