Summary of the work -Provide strategic recommendations for implementing Enterprise Mobile Apps Centre of Excellence -Market research, evaluation, and suggesting DWP-appropriate best practices. Leverage experience in setting up CoE -Expected outcome: comprehensive strategic recommendation on setting up Mobile Apps CoE for DWP that is detailed based on data and research, practical, providing implementation suggestions Latest start date Monday 15 February 2021 Why the Work is Being Done The work is being undertaken as part of developing an Enterprise Mobile Applications 'Centre of Excellence' (CoE) for mobile applications development. These applications are for internal DWP workforce consumption and are being delivered to enable greater productivity, flexibility and operational efficiencies. Problem to Be Solved There are no defined standards, frameworks, patterns and governance process to follow around mobile app development for DWP mobile provided to the colleagues. There is also lack of consistent best practices and guidance available for any mobile app developers looking to develop mobile apps for DWP mobile. There is no library of common components leading to duplication of efforts with every mobile app. Above situation could lead into different development teams going different ways on mobile app development which could lead to inconsistency, incompatibility with DWP mobile setup and duplication of efforts developing common components. Who Are the Users AS A: Mobile app developer in DWP I NEED TO: have knowledge and guidance on developing mobile apps SO THAT: I can efficiently develop enterprise focussed mobile apps that are user friendly, useful and complies with DWP standards, frameworks and governance/ Existing Team The Enterprise Mobility team at DWP currently have a Delivery Management, Architecture and Business Analysis Capability. Current Phase Discovery Skills & Experience • Experience and expertise of providing strategic consulting on critical initiatives to large scale enterprises and/or public sector organisations. • Expertise of providing strategic and hands on consulting on setting up Centre of Excellence. • Good understanding of various considerations of setting up new team within a large organisation. • Experience in mobile app development for large scale enterprises/public sector organisations. • Experience conducting market research and capturing insights. • Experience preparing strategic recommendations for Senior Directors and leaders and detailed implementation guidelines for execution at working level. • Good technical understanding of latest mobile app development technologies, platforms, frameworks, trends, tools and recent advancements. • Experience of providing strategic consulting to atleast 2 large scale enterprise and/or public sector organisation on their critical initiatives. • Experience of setting up Centre of Excellence for large scale private or public organisation. • Experience of setting up or providing recommendation on setting up new teams within a larger private or public organisation. • Experience of developing mobile apps for large scale private or public sector organisation. • Experience of leading culture change and bringing an organisation into a user first mindset • Experience of leading on the definition, design, delivery and governance of an Enterprise Mobile Applications development function. • Relevant experience working within user focussed research and design methodologies that demonstrate a robust approach to service design and development. • Knowledge and understanding of Digital Standards in Government • Ability to communicate findings that make sense to different audiences (from senior Civil servants to Digital specialists) • Demonstrable experience and capability with information governance • Good technical understanding of latest mobile app development technologies,platforms, frameworks, trends, tools and recent advancements. Nice to Haves • Draw on existing understanding and previous experience working with Government Departments and the Challenges faced within the Civil Service. • Demonstrate experience of successfully using insights from design research to make recommendations to senior level stakeholders • Bring experience of operating according to Governemnt Digital Service Standards to ensure any complexities are resolved early. Work Location DWP Corporate Hub, Manchester. Working Arrangments Due to nature of the work, there may be requirement to visit hubs and meet stakeholders in person No. of Suppliers to Evaluate 5 Proposal Criteria • Approach and methodology • How the approach or solution meets user needs • How the approach or solution meets the Enterprise Mobility CoE goal • Estimated timeframes for the work • How they've identified risks and dependencies and offered approaches to manage them Cultural Fit Criteria • Approach to recruitment and retention, training, and on-boarding which enables DWP to have continued access to a highly effective resource pool through the course of the contract. • Experience working in partnership with clients to understand requirements and tailor outcomes accordingly. The contract length is anticipated to be 7-8 weeks long. The start date is to be no later than 15 February 2021, work to be concluded by the end of March 2021. 2. Can you confirm what technologies are intended for the Mobile application estate – are the applications internally/ externally focused? The technologies to be utilised are open for discussion as part of developing the COE. The applications are for internal staff consumption and not for public/Citizen use. 3. Is security clearance required for this opportunity? SC is not a requirement for this opportunity 4. We have significant nearshore expertise, tools and processes that we have utilised for other government clients would you be prepared to accept EU based resources for this delivery? This opportunity is restricted to UK based resources only 5. Has the DWP considered the impact of the Covid epidemic? i.e. could supplier resources work remotely and utilize collaboration tools? We would be open to a hybrid approach given the current Covid restrictions. The majority of the work is to be completed remotely, with a view that there may be a requirement to perform some elements (approximately 5% of the work) onsite. Where onsite work is required, the location will be DWP's Central Manchester hub. 6. Does this work need to be carried our onsite at DWP in Manchester or is remote working acceptable (assuming some time spent onsite as required)? We would be open to a hybrid approach given the current Covid restrictions. The majority of the work is to be completed remotely, with a view that there may be a requirement to perform some elements (approximately 5% of the work) onsite.
