Tender description

HeadStart Blackpool is building a legacy across Blackpool to ensure the programme has a lasting positive impact on the town. Following key discussions with all stakeholders including young people and parents/carers, the HeadStart Executive Board has approved the recommendation to develop a commission for a ‘not for profit’ organisation to continue delivering key successful elements of the programme and to further develop those that are showing promise. It is anticipated that the contract term will be from 1 January 2021 to 31 July 2022. However, given that this commission is a key part of the sustainability plan for the Resilience Revolution, it is expected that the successful bidder will identify and secure alternative sources of funding in order for this work to continue beyond the end of the contract. This tender falls under the Light Touch Regime services. Blackpool Borough Council are broadly following the Public contract Regulations 2015.
