Provision of Management Visits to Children's Homes

<p>The Council has a <em>statutory duty under the </em>Children&rsquo;s Homes (England) Regulations 2015 to have an independent Regulation 44 visiting service for all of its Children&rsquo;s Residential Homes of which there are 4.</p> <p>WBC are inviting tenders for an Independent Visitor&rsquo;s Service to Children&rsquo;s Residential Homes in Warrington, in accordance with this Regulation.</p> <p>The aim of the service is for independent visitor&rsquo;s service to conduct monthly Regulation 44 Visits to each Local Authority owned Children&rsquo;s Residential Homes in Warrington.</p> <p>The aim of the Regulation 44 Inspector, also known as an independent visitor will visit, inspect, monitor and report on each children&rsquo;s residential homes every month in accordance with this regulation.</p> <p>The visitor will ensure the home is keeping children and young people are safe, that they are well cared for and that their voice is heard. The Regulation 44 inspector will examine and scrutinise the quality of the care delivered in an evidence based, objective and critical analysis report following each monthly visit.</p> <p>Warrington currently has mainstream/emotional behavioural difficulties (&ldquo;EBD&rdquo;) homes and a short break / respite home for children with additional needs. The Regulation 44 Visitor is required to visit each Home and produce a report every month. A team of independent visitors, sufficient to ensure every home will get an announced or unannounced visit each month and a report for each to be completed within 1 week of that visit.
