Summary of the work A Discovery exercise to explore all potential options for the continued provision of the business service that IMS underpins, such that a long-term strategic roadmap can be developed. Expected Contract Length 3 months Latest start date Monday 11 January 2021 Why the Work is Being Done The Intelligence Management System (IMS) is a product used by Immigration Intelligence for collecting, reviewing, grading intelligence, enriching and distributing referrals and allegations of Immigration related crimes. It was initially deployed in 2012 and requires maintenance. IMS is a customised version of a Commercial Off-The-Shelf (COTS) case-working application from a third-party supplier and is hosted by one of the Home Office’s strategic suppliers. The public-facing elements (form) of the product are built using an alternative COTS application from a different third-party supplier. The solution/service currently involves several suppliers, covering various software components and support thereof. The purpose of this Discovery exercise is to explore all potential options for the continued provision of the business service that IMS underpins, such that a long-term strategic roadmap can be developed. Problem to Be Solved As a minimum, the discovery should look to evaluate all potential migration strategies against their financial, contractual, business, application, technology, service and security implications, outlining their relative merits, weaknesses and costs. The deliverables and outcomes are too lengthy for inclusion in this field; additionally, there is no document upload facility. Who Are the Users Immigration Intelligence staff use this for collecting, reviewing, grading intelligence, enriching and distributing referrals and allegations of Immigration related crimes. Existing Team N/A Current Phase Not started Skills & Experience • Have sufficient Solution/Technical Architecture expertise to produce the required deliverables/artefacts; familiarity with Security Architecture will also be required • Have Business Analysis skills for the collation of requirements and process mapping activities/artefacts • Have strong leadership and coordination skills due to the breadth of options to be explored and stakeholders to engage with • Have experience with Cost-benefit analysis and understanding of total cost of ownership/full-life cost implications and modelling Nice to Haves • Have knowledge of commercially-available intelligence products/applications and the vendor marketplace • Have experience working alongside intelligence teams/departments Work Location The team will nominally be based in Croydon; however, Covid-19 restrictions mean that the work may be undertaken remotely. Working Arrangments The working arrangements will be as flexible as necessary and agreed. Security Clearance SC will be required. No. of Suppliers to Evaluate 3 Proposal Criteria • Provide an example of undertaking a complex options analysis, what the outcomes were and how you landed the findings and recommended solution with the key stakeholders. • Provide an example of undertaking an impartial assessment of potential options and demonstrated discretion when engaging with incumbent suppliers – how did you manage this situation, ensuring value for money? • Provide an example of successfully operating in a multi-supplier environment, utilising stakeholders' knowledge to capture a holistic, consistent understanding of a product and business processes/practices. • NB: Each of the proposal criteria will be equally weighted. Is Security Clearance (SC) required from initial project start date or can suppliers without SC approved staff apply? Suppliers without SC approved staff can apply on the proviso they are prepared to go through SC clearance. 2. What is the budget for this piece of Discovery work? This is a competitive tender, part of which is a price competition. It is for the bidder to decide on a price at which they can compete with other bids. 3. Could you please clarify what deliverables and outcomes you seek from the discovery phase, along with details of the scope and daily rate caps as mentioned in the section ”Problem to be solved” Please follow the instructions shown in the section 'Problem to be solved'. 4. Given the Christmas holiday break and the Latest Start Date of 11th January, could you confirm your anticipated timelines for the Stage 2 process? The Stage 1 submission deadline 16th December. Shortlisting and advising bidders will take place on 17th, with Stage 2 submission date being 4th January 2021. 5. We would be grateful if the Authority could confirm the name of the existing IMS COTS product please. Lagan for case-working, AchieveForms for public-facing form. 6. Could you please clarify which COTS solution has been used for the case working application as well as the public-facing elements of the IMS? Please see the response to Q5.
