Tender description

Preconfigured health platform providing, automated real time information to provide central information on bed capacity, elective inpatient, outpatient and diagnostic waiting list activity and other ancillary information to support hospitals in gaining insights to improve care delivery. The scope of the procurement is the implementation of Phase 1 of a Health Performance Visualisation Platform Programme (HPVP) to introduce a new automated approach to acute hospital information management relating to bed capacity, elective inpatient, outpatient and diagnostic waiting list activity that will produce timely, meaningful insights and reports necessary to support the overarching Covid-19 Recovery Planning and Transformation process and to ensure that, on an on-going basis, evidence is at the core of routine decision making and improvement planning. The HPVP will be a preconfigured platform providing a single centralised access point for automated information with reporting across three levels: national view, hospital group level or regional health area (RHA) and hospital operational level. At present, the data flows available centrally to the Health Service Executive (HSE) are too aggregated to support an effective combination of performance management, continuous improvement and an agile response to the varying demand of Covid-19 activity. The HSE needs to be able to plan and monitor system-wide activity and capacity in real time, or near-real time, to ensure that activity levels are maximised, while at the same time ensuring the safety of patients and staff. The HPVP implementation is intended to address this. Phase 1 is a direct award procurement by the HSE. Phase 1 involves implementation of the platform across 28 acute public hospitals. This first phase of implementation focuses on key model 3 and 4 acute hospitals to ensure strong visibility of hospital flow. The award is for a duration of 2 years and is being implemented on an escalated timeframe to ensure hospitals can benefit from the use of the system in the current challenging times. Phase 2 will follow using an open tender process for all 50 acute public hospitals with support and maintenance included.
