Tender description

Coventry City Council’s (CCC) and NHS Coventry and Rugby Clinical Commissioning Group’s (CRCCG) requirements in respect of child and young person’s exploitation (CE) services to support children and young people up to the age of 25 years who have been affected by or at risk of exploitation including prevention and early identification. The service provider will be expected to — be a key partner in the development and delivery of approaches to address exploitation in Coventry including prevention and early intervention; — proactively engage in the delivery and development of services and pathways to meet strategic objectives; — work with the CCG, local authority and other key partners in supporting the health and social care system to coordinate effectively and efficiently and improving the provision of care and support to those affected or at risk of exploitation, including individuals placed outside of Coventry as part of a safety plan and those children placed into city by other local authorities. The overall objectives for the child exploitation service are: • to prevent and minimise the risk of child exploitation, including re-victimisation; • to safeguard Children and Young People and vulnerable adults affected by child exploitation; • to ensure that CYP do not unnecessarily have to repeat their story; • to develop robust referral pathways, including for prevention and early intervention, between services and ensure professionals are aware and effectively utilising pathways; • to develop and Multi-Disciplinary Team arrangements between providers to ensure the CYP receives appropriate and effective support; • to ensure that support plans and outcomes, for those on the caseload, are flexible and developed on an individual case-by-case basis; • to ensure the delivery of an inclusive service which is able to address the diverse needs of people within the city of Coventry; • to work with Public Health, CRCCG and Children’s Services to coordinate the delivery offer of services/teams ensuring CYP receive effective, efficient and appropriate support; • to provide clinical expertise and be the system expert providing leadership across the system, attending strategic Safeguarding Partnership meetings regarding CE and feeding back to Designated Safeguarding Professionals as required; • to ensure the voice of the child/young person is always heard and valued in respect of all aspects of service delivery; • to contribute to multi-agency approaches (including the completion of Early Help Assessments for all children at risk of child exploitation) in addressing the needs of those affected by exploitation, by working in partnership with Early Help and other agencies to signpost and liaise where necessary; • to work jointly with social care where CYP are part of child protection child in need and looked after children plans and provide updates on progress and the effectiveness of interventions (where relevant) to Social Care and court as required; • working with partners to develop a proactive prevention approach prioritising education, awareness raising, early intervention and targeted preventative work with both potential victims and perpetrators; • to support the local authority during inspections of children’s services and to contribute as required.
