<p>The Reopening High Streets Safely Fund is a &pound;50 million fund from the European Regional Development Fund (ERDF) to Councils across England to support the safe reopening of high streets following lockdowns and coping with Covid restrictions. The money will allow local authorities in England to put in place additional measures to establish a safe trading environment for businesses and customers, particularly in high streets, through measures that extend to the end of March 2021. The fund will support four strands of activity:- 1. Support to develop an action plan for how the local authority may begin to safely reopen their local economies 2. Communications and public information activity to ensure that reopening of local economies can be managed successfully and safely 3. Business-facing awareness raising activities to ensure that reopening of local economies can be managed successfully and safely 4. Temporary public realm changes to ensure that reopening of local economies can be managed successfully and safely Activities covered by the Fund that this specification requires are items 2 and 3:- 2. Communications and public information activity to ensure that reopening of local economies can be managed successfully and safely: Halton Borough Council wants to effectively communicate to our residents their role in ensuring that the local economy can reopen safely. The most appropriate communication channels are to be determined. Examples of communication activities include: &bull; Online and digital; &bull; Media and press activities; and &bull; Print and publications such as posters and leafleting campaigns. The content will need to be appropriate to the timeframe of delivery and agreed with Halton Borough Council&rsquo;s Regeneration and Communications Teams. The Covid Safe messages have been changeable with lockdowns and local restrictions and with a vaccine on the horizon messages will need to be appropriate and timely that reflect current public health messages. 3. Business-facing awareness raising activities to ensure that reopening of local economies can be managed successfully and safely. The principle of this activity is the same as for communications to citizens, but it is recognised that the messaging needs to be different and as such part of a separate campaign. For example, how Halton Borough Council communicates to retail businesses on how to make temporary adjustments to their business premises and good practice for social distancing. The campaign should be focussed on supporting SMEs. The focus in Halton is supporting those businesses that operate alongside public spaces and have customers. In developing and delivering the campaign for these two work streams Halton Borough Council wishes to ensure that it is engaging with relevant stakeholders. It is important to note that this is funded by the European Regional Development Fund and, therefore, the supplier will be required to complete and submit a range of monitoring and output forms specified by the both the European Union and UK government.
