Audit Services for An Post Quality of Service Monitoring System

Under the Act, ComReg (the designated postal regulator) is required to set quality of service standards in relation to the provision of domestic Universal Services. ComReg has set a target for An Post in relation to these services. This target is set out in ComReg documents 5/126 and D07/15, available on its website (www.comreg.ie), and can be summarized as: Quality standards for domestic single piece mail Time limit Objective D +1 94% of items D +3 99.5% of items ComReg is required to monitor compliance with the quality of service standards. An Post has independently commissioned an organisation to monitor An Post’s quality of service performance (“the An Post Monitor”) in accordance with the European Standard EN13850:2020 ‘Postal Services – Quality of Services – Measurement of the transit time of end-to-end services for single piece priority mail and first class mail’ (‘the CEN Standard’) and taking full account of the ‘Monitor Handbook’. An Post is seeking to enter into a contract with a service provider for the provision of Audit Services, in accordance with Annex C of EN13850:2020, pertaining to the Quality of Service Monitoring Systems for An Post, for a period of 3 (three) years, commencing with the audit of the 2021 Monitors.
