The NI Education Authority (EA) is currently preparing to initiate a procurement process to award a framework for the supply, delivery, installation and commissioning of interactive touch panels for an initial period of 2 years followed by two further optional extension periods of up to 12 months each. The potential scale and scope of this is such that it offers a significant opportunity to bidders. It is envisaged that a number of suppliers will be appointed to the framework to supply, deliver, install and commission these items to educational establishments throughout Northern Ireland. It is envisaged that a number of suppliers will be appointed to the framework to supply, deliver, install and commission these items to educational establishments throughout Northern Ireland. The EA wish to carry out pre-market engagement with interested suppliers to investigate the current market capabilities and gain knowledge about existing and future products which will assist the tender panel with the development of the tender documentation. This will ensure that existing and future requirements are met and will also provide procurement awareness for suppliers regarding EA's requirements for the purchase of these products. Any information gathered through this market consultation exercise may inform internal business planning and any possible subsequent procurement process and will not be appraised in any future tender evaluation exercise. The EA estimate that the value of the new tender will be in the region of GBP 6.5 million — GBP 8.5 million over a possible 4 year period. EA schools and other locations have invested heavily in technology over recent years to enhance teaching techniques with brands such as: Promethean; Smart; Clevertouch; Vivitech; BenQ; Starboard The new tender will not be limited to only these brands. As previously stated the EA is open to new products and brands that will meet existing and future requirements for all educational establishments throughout Northern Ireland. The General Specification of the Panels is as follows: Resolution Minimum of 1080P Full HD 1920x1080 pixel display Antiglare Integrated manufacturer antiglare screen technology, screen to be easily cleaned Backlight Life Minimum of 50 000 hours manufacturer stated lifespan HDMI ports minimum of 2 VGA minimum of 1 Audio inputs minimum of 1 USB control minimum of 1 USB media input minimum of 1 Audio output minimum of 2x 10w stereo speakers integrated. Software The software provided with the interactive touch display panel should be the most current version available and designed for education use in lesson preparation and presentation and include resources and examples specifically designed for school use. Accessories electronic pens and any other standard accessories Training Basic training – means training which is sufficient to allow a person to use, be familiar with and obtain the best use of the system. Training on how to clean the screen should also be included. Warranty All items offered should come with a 5-year on-site full parts and labour warranty for the full system. Optional extras replacement pen, sound bars, panel mounting options. The EA’s intention is to award the framework on a lot-by-lot basis. Currently the preliminary lots are delineated below but this is subject to review and/or amendment prior to publication of the final tender documentation. Please note any interest shown does not constitute a commitment to participate in a procurement exercise, nor does it constitute any contractual agreement between the respondent and the EA. NB At this stage no commercial information is to be submitted nor are there any formal tender documents to be completed. It is anticipated that the future tender documentation will be made available via the http://etendersni.gov.uk website during December 2020 and potential tenderers should register on this website to ensure they have access to tender documentation when the tender is published. The date relating to the publication of the contract notice is tentative and may be subject to change.
