Tender description

Supplier engagement event to take place on 16 December 2020 via Microsoft Teams. Sessions to last up to 1 hour 15 mins. The provision of a cloud-based software solution to assist health boards/trusts in NHS Wales to plan and monitor their junior doctors’ rotas and rosters in line with EWTD and New Deal, supporting exception reporting and including the potential for a self-rostering programme. It is imperative that the system is flexible and can quickly adapt to any changes/outcome of the junior doctors contract negotiations in Wales to reflect accurate banding calculations. The following are some essential characteristics of the requirement: — the system must be able to differentiate between types of roles and grant different administration capabilities accordingly (role-based access); — the system must be a cloud-based solution to deliver future-proof scalability, performance, data storage, reporting, interoperability and real-time, up-to-date functionality; — the system must be based on COTS (commercial off the shelf); — the system must be device agnostic, enabling access to the same application(s) via any device, including: mobiles, tablets, PCs or MACs; — the system must be available 24/7, with minimal downtime for upgrades with 24/7 support infrastructure; — all upgrades must be completed out of usual office hours to reduce impact to business continuity; — the system must store data in accordance with the specified national data retention policy; — the system must have an audit function and be able to record all user actions eg the logs must record the user ID, the date, the timestamp and a clear description of the action; — all interoperable components of the system must be able to send and request data using agreed APIs. The system shall support the alignment with the open API policy; — the system must have user account security; — the system must have automated password changing; — the system must only be accessible via a valid user account authenticated against the trust's choice of Identity Provider (IdP) service; — the system must be secure against outside intrusions and detections; — the system should be designed to use a minimum number of clicks required to achieve the desired outcome; — the system must support the timely extraction of all information entered into the system in a secure manner (this should include the ability to make available the trust data warehouse to all items recorded within the proposed solution).
