Tender description
Across Liverpool’s domestic abuse services, there is a new focus on adopting a ‘Whole Family, Whole Council’ approach, with multiple directorates working together to ensure all age groups and members of the family are supported. When families are identified and supported by IDVA or accommodation services, children and young people are kept safe and/or moved into safe environments, and their health outcomes and happiness are supported. The long-term impact that domestic abuse can have on children and young people is well documented, so through these services, children are better protected, supported, and better equipped for a successful adulthood. Additionally, young people are supported through the contract for supported accommodation for teenage parents. This early help service supports and strengthens families, and reduces the number of children needing to be looked after by the local authority by providing the support network and skills that young parents need. The tender opportunity will be divided into 5 lot services. It is anticipated that two of the refuge services will continue to be delivered in the current buildings via a management agreement between the support provider and the relevant registered provider of housing (RP) with one of the services LCC will require the successful provider to also acquire the building for the service to operate. Full details will be stipulated in the ITT documents and service specifications. Lot 1: Accommodation based services for women at risk or fleeing domestic abuse – North Liverpool. Lot 2: Accommodation based services for women at risk or fleeing domestic abuse – South Liverpool. Lot 3: Accommodation based services for Women at risk or fleeing domestic abuse – specialist service to support Women from black and minority ethnic communities — Central Liverpool. Lot 4: Accommodation based services for young parents and parents-to-be. Lo 5 Independent Domestic Violence Advisers (IDVA). Independent domestic violence advisors (IDVA) support high-risk clients through a partnership approach (MARAC) they aim to decrease risk and improve the safety of victims and their children. IDVA is the lead contact for clients from the point of crisis, using risk assessment and safety and support planning. They offer crisis intervention, support and advocacy and enable long-term support from related organisations.
