Suppliers must provide expert technical advice and assessment of evidence to support the MMO in the fulfilment of their regulatory and advisory functions surrounding Marine Licensing for Nuclear New Builds (NNB). This will be via expert review of pre-application and application materials provided in support of the Development Consent Order (DCO) and Marine Licence Applications, as well as to inform the discharge of post consent requirements for which the MMO are the enforcing bodies for activities listed in a Deemed Marine Licence (DML). 1) Provide expert technical advice to MMO on documentation received in support of the preparation ahead of and ultimate application for the DCO and/or marine licences. This may include information received during pre-application discussions. (a) written advice would be required on supporting materials. Advice should consider gaps in assessments, reasonable alternatives to design options and identification of issues with proposed options, i.e. are proposals appropriate, reasonable and practical. Advice will include a review of evidence supplied and quality assurance (QA) of that evidence. (b) evidence should be assessed using the MMO QA methodology/checklist (provided below in Annex 1). The checklist acts as a useful record that scientific elements of reports and limitations in their application have been considered. This will normally be required within 14 days of receipt of the documentation by the contractor. (c) MMO will review the advice and subsequent written clarifications may be sought on matters raised in each report within an agreed timeframe. 2) The contractor may be required to attend meetings relating to the proposed nuclear new build developments as a scientific advisor to MMO. If required, the Contractor would be notified in advance and may be requested to produce notes prior to and/or subsequent to the meetings. 3) The contractor may be required to act as an expert witness during the application process. If required, the Contractor would be notified in advance. The planning inspectorate require CV’s and evidence of ‘expert’ status for hearings.
