Tender description

North and North East Lincolnshire Councils are seeking to establish a framework for the provision of a road condition survey service. The framework is divided into 7 lots covering the geographic boundaries of North and North East Lincolnshire. The lots are as follows: Lot 1 — SCRIM surveys; Lot 2 — Deflectograph Surveys; Lot 3 — Scanner Surveys; Lot 4 — Annual Engineers Inspections Surveys; Lot 5 — Coarse Visual Inspection Surveys; Lot 6 — Detailed Visual Inspection Surveys; Lot 7 — Footway Network Surveys. The Sideway-force Coefficient Routine Investigation Machine (SCRIM) Survey is required annually to provide skidding resistance information to allow effective implementation of the Highway Authority's SKID policy. The Provider shall provide the SCRIM survey vehicle. The approximate kilometres required per survey per annum is 625 lane km for North Lincolnshire and 328 lane km for North East Lincolnshire. The Deflectograph Surveys shall be conducted on an ad hoc basis as and when required. The principle requirement of the survey is to provide information on the structural condition of the highway network to enable effective design of treatment options to be determined. The provider shall provide the Deflectograph survey vehicle. The approximate kilometres required per survey type per annum is 40 lane km for North Lincolnshire and as and when a requirement is identified for North East Lincolnshire. The scanner surveys shall be conducted on an annual basis. The principle requirement of the survey is to monitor the condition of the highway network and to locate and prioritise potential maintenance schemes. The provider shall provide the scanner survey vehicle. The approximate kilometres required per survey type per annum is 650 lane km for North Lincolnshire and 143 lane km for North East Lincolnshire. The annual engineers inspection surveys shall be conducted on an annual basis. The principle requirement of this technique will be to monitor the condition of the road and footway network and to locate and prioritise potential maintenance schemes. The provider shall provide the survey vehicles. The approximate kilometres required per survey type per annum is 1 375 km for North Lincolnshire and as and when a requirement is identified for North East Lincolnshire. The coarse visual inspection surveys shall be conducted on an annual basis. The principle requirement of this survey will be to monitor the condition of the unclassified highway network. The provider shall provide the survey vehicles. The approximate kilometres required per survey type per annum is 325 km for North Lincolnshire and 136 km for North East Lincolnshire. The detailed visual inspection surveys shall be conducted on an ad hoc basis. The principle requirement of this survey will be to monitor the condition of the Class 1 and 2 footway network. The survey shall categorise the condition of footways to identify potential maintenance schemes. The provider shall provide the survey vehicles. The approximate kilometres required per survey will be determined as and when required on an ad hoc basis for North and North East Lincolnshire Councils. The footway network surveys shall be conducted on an ad-hoc basis. The principle requirement of this survey will be to monitor the condition of the Class 3 and 4 footway network. The survey shall categorise the condition of footways to identify potential maintenance schemes. The provider shall provide the survey vehicles. The approximate kilometres required per annum per survey will be determined as and when required on an ad hoc basis for North Lincolnshire Council and is 156 lane km for North East Lincolnshire.
