Tender description

Midlands Connect is seeking to establish a procurement framework for its technical work going forward. The framework will consist of a number of specialist lots targeting different aspects of our future technical programme. We also intend to have a lot for small, advisory commissions for key specialisms. It is envisaged that the duration of the framework will be 4 years and will be open for other public sector organisations to access. This is subject to change however and will be confirmed at the time of tender publication. To express an interest in this PIN and receive further information regarding our supplier engagement event, please see section VI.3 (additional Information) A supporting lot to support Midlands Connect’s technical activities around general transport planning services. Topic areas will include (but not necessarily limited to): rail planning, highway scheme/corridor planning, research and policy, freight and logistics, modal shift and behaviour change, environmental impacts, transport decarbonisation and social impacts assessment. A lot to support Midlands Connect with the development and application of the ‘Midlands Connect Highway Model’, plus ancillary services around standard transport economic appraisal using model outputs. A lot to support Midlands Connect with rail modelling services. This will include the development and application of the ‘Midlands Rail Assignment Network Demand and Appraisal’ (MiRANDA) suite, plus support with MOIRA/MOIRA2 modelling and HS2’s PLANET model. This lot will also include ancillary services of standard transport economic appraisal using model outputs. A lot to support Midlands Connect with aspects of our technical programme in the field of technology and innovation. Topic areas will include (but not limited to): smart payment mechanisms, electric vehicle charging infrastructure, intelligent transport systems, open data and standards, etc. A lot to support Midlands Connect with measuring the non-standard (i.e. beyond WebTAG) economic outputs from transport schemes and programmes. The lot will also include research into aspects of the economy which either have direct/indirect impacts on transport or from transport/connectivity. A lot for small value commissions on niche specialisms to support and advise Midlands Connect in the development of our technical programme. Specialisms could include (but not limited to): freight and logistics, alternative fuels technology, economic analysis, land use modelling, environmental impact appraisal etc. A full list of identified specialisms will be supplied with the tender documents.
