Portsmouth City Council — the ‘Council’ — is seeking tenders to appoint a principal contractor to undertake a specialist marine Ground Investigation (GI) works within Tipner Lake/Porchester Lake, Tipner West and Horsea Island, Portsmouth in order to progress the Tipner West Regeneration Project. The estimated value of the contract is approx. GBP 3 million and will be let using the ICE UK Specification for Ground Investigations and associated ICC re-measurable BOQ contract. The deadline for tender submission is 18 December 2020 at 12 p.m. via the Council's e-sourcing system InTend — accessible via — https://in-tendhost.co.uk/portsmouthcc/aspx/home — with award of contract following on 26 January 2021. The works period is significantly constrained by bird migration and breeding patterns meaning that works may only commence from mid/late March 2021 and must be complete by mid May 2021. The Principal Designer role will be undertaken by Savills plc. The estimated value of the contract is approx. GBP 3 million and will be let on a single stage re-measurable ICE Specification for Ground Investigation Second Edition with Bill of Quantities prepared by the Site Investigation Steering Group for all Works. The deadline for tender submission is 18 December 2020 at 12 p.m. with award of contract following on 26 January 2021. The works period is significantly constrained by bird migration and breeding patterns meaning that works may only commence from mid/late March 2021 and must be complete by mid May 2021. However it should be noted that this works period may be subject to review and as such the Council will require flexibility from the appointed contractor in the event that these dates need to be moved forward or backwards. The services of a specialist ground investigation contractor are required to undertake specialist intrusive marine ground investigation survey required to inform the proposed development. Specifically, the GI works are required to provide information to support design of the proposed reclamation infilling; design of the perimeter River Wall; support the design of the proposed Horsea Island Bridge; and assessment of sediment quality and composition of proposed dredging operations. The ground investigation will comprise overwater investigations and will be carried in the following order: 1) Tipner West Land Reclamation; 2) Tipner to Horsea Bridge Link; 3) Quay Wall Replacement; 4) Dredged Channel; 5) Horsea Foreshore. The works are to be undertaken predominately on the Intertidal Zone and within the existing SSSI and SPA. As such all works will therefore need to be undertaken in a highly controlled manner to avoid impacts to Marine Ecology. An MMO application for the GI Works is currently being undertaken by a Marine Projects. In addition to general investigation activities as stated within the specification the scope of the appointment will also cover the following: • onsite inspection and logging of samples; • in-situ testing in boreholes; • chemical and geotechnical sampling in exploratory holes; • laboratory geotechnical testing of soils and rock and chemical testing of soil and groundwater samples; and • UXO survey of all overwater exploratory holes. The contract will be let in general accordance with the Open Procedure as defined within the Public Contracts Regulations (2015). However, as the contract in question is a works contract with an estimated value which falls below the relevant current statutory threshold it should be noted that publication of this OJEU Contract Notice is in the interests of promoting transparency, equality of opportunity and competition and as such does not place any legal obligations on the part of the Council in respect of adherence to the Public Contracts Regulations (2015) beyond the general provisions set out for below threshold contracts. The procurement process will be undertaken following the summary programme set out below: • issue of tender — 17 November 2020 • site visits — upon request but no later than 23.59 4 December 2020 • deadline for requests for clarification — 23.59 9 December 2020 • tender return — 12.00 18 December 2020 • tender interviews (if required) — 6 January 2021 and 7 January 2021 • award decision notification — 15 January 2021 • voluntary standstill period end — 25 January 2021 • contract award — 26 January 2021.
