Tender description

The City of London Corporation (the ‘City’) is carrying out a Soft Market Testing ('SMT') in relation to the highways management system. The City will consider the feedback received as part of this SMT to help inform its options and decision making. For the avoidance of doubt, this phase of the project is not part of a formal procurement process and the City is not committing, at this stage, to carrying out such a process. Participation or non-participation in the SMT shall not prevent any supplier participating in a potential future procurement, nor is it intended that any information supplied as part of the SMT shall place any supplier at an advantage in a potential procurement process. Please refer to II.2.4) Description of the procurement below for details on how to obtain the relevant documentation. The City of London Corporation (the ‘City’) is carrying out a Soft Market Testing ('SMT') in relation to the highways management system. The City is looking for a commercial off the shelf (COTS) solution that could be used as both: • a database of records for the City’s highway assets and asset management; • assist in the coordination and management of activities and works on the City’s maintained highway such as permitting and licensing. The City is therefore investigating whether it is possible to implement this and in which way: as one solution, two standalone solutions etc., preferably being provided within the cloud as a Software as a Service (‘SaaS’) or hosted on the City's Azure environment, in line with the IT Strategy, and where possible rationalise and understand which option provides value for money as well as understanding the best value for options available on the market, the best practices and recommended approaches. The City also welcomes responses relating only to one of the two areas specified above. The City has an estimated budget of GBP 600 000 for implementation and including running costs (software licensing, updates, support and initial training) over 10 years and exclusive of hosting, server management and application upgrades costs.
