Queen’s has a requirement for an economic operator or economic operators to provide a comprehensive waste management services to various locations across the University campus. The services to be delivered under this Contract shall be provided under four separate lots as follows: • Lot 1: Commercial Waste and Recycling Services • Lot 2: Confidential Waste and Non-Confidential Paper Waste • Lot 3: Chemical/Hazardous Waste • Lot 4: Clinical Waste Queen’s generates a variety of general waste streams across the University campus including general waste, dry mixed recyclables (DMR), food, glass, garden, metal, wood, plastic bottles, cardboard bales and bulky waste. Queen’s requires an experienced waste management contractor to provide all external Eurobins (or equivalent), skips and glass bottle banks for these waste streams across the campus and ensure that regular and ad-hoc collections are completed for each waste stream. The contractor will be expected to apply the Waste Hierarchy and to recycle and recover as much waste as possible. Aligned with a key contract objective, the University is seeking an contractor that can, during the lifetime of the contract, advise and assist on where Queen’s can introduce new practices or processes which will reduce the volume of waste, or processes for certain waste streams that are more sustainable. The contractor will be required to provide a combined pick up service for both confidential and non-confidential paper from collection points across the Queen’s Campus. Typically, collections are expected to take place on a weekly basis but Queen’s reserves the right to amended this in line with business need. Queen’s staff will be responsible for the separation of waste into clearly identifiable confidential and non-confidential paper waste streams in accordance with Queen’s Policies and Procedures. Queen’s will put in place the appropriate policies, procedures and training to allow the operational delivery of the contract. Additionally, the Contractor must provide an enclosed lockable 35 yard Roll-on/Roll-off (RoRo) skip (or alternative as agreed with Queen’s) at the University’s central waste management facility at Rugby Road for the storage of non-confidential waste paper. Uplifts will be arranged as required. There may be ad hoc requirements for other services including (but not limited to): • onsite shredding of confidential paper waste; • removal of other confidential waste such as such CDs, DVDs, ID Cards, etc. • large office clearance, which may include confidential and/or non-confidential paper waste removal. Queen’s wishes to appoint an experienced contractor for the provision of waste management services for chemical/hazardous waste. Queen’s already has a culture of recycling and sustainable waste management across its campus. This has progressively increased over previous years, and we are now looking for contractors to further enhance this culture by providing sustainable and innovative solutions to our waste management requirements. The contractor will provide a comprehensive service for the collection, appropriate transportation and disposal of chemical/hazardous waste in accordance with all relevant and current statutory requirements. The contractor shall be responsible for the collection of the waste from specified stores including the provision of suitable waste receptacles (where required), packing into transport containers as required, loading the containers on to the collection vehicle and transporting the waste to the disposal facility. Queen’s currently has 10 (ten) chemical waste collection points with the majority of collection locations within a one mile radius of the main Queen’s Lanyon building. Contractors should note that there is also a collection point at the Royal Victoria Hospital site. Queen’s wishes to appoint an experienced contractor for the provision of clinical waste management services. The contractor will provide a comprehensive service for the collection, appropriate transportation and disposal of clinical waste in accordance with all relevant and current statutory requirements. The contract will cover the removal, transportation, storage (if required) and disposal of: I. Clinical and Healthcare Waste by Heat Treatment. II. Clinical Waste by high temperature incineration. The contractor shall be responsible for the collection of the waste from the specified stores including packing into transport containers as required, loading the containers on to the collection vehicle and transporting the waste to the disposal facility. There should be no compaction or volume reduction of the untreated waste. It is expected that 1 (one) collection per month will be required by Queen’s, with a pickup from each of the 6 stores listed above (estimated 12 collections per year).
