Procurement of digital policy advice, policy development, and project management services

Tender description

The deliverables for this contract are. 1. Develop a digital policy for the Arts Council that addresses current and future developments in digital technology and trends in user attitudes and behaviour within the context of the Arts Council corporate strategy Making Great Art Work and government strategies such as National Broadband Plan and Project Ireland 2040. The policy should also align with corporate policies such as Pay the Artist, the Equality, Human Rights and Diversity policy, and our spatial strategy to be published in 2021. The policy should differentiate between the use of digital platforms for the dissemination of work in any artform and the production of work using digital technology. The key process steps identified for the development of policy in the Arts Council should be included within your methodology. 2. Project manage delivery of the digital policy implementation plan including tracking of outcomes 3. Assist the Council in the process of evaluating applications received from individuals and organisations for awards, schemes, grants and other funding opportunities offered by the Council, either independently or in conjunction with another body. This will augment the expertise in digital practice that currently exists within the Arts Council in areas such as film and visual arts. This will include input into the development of assessment guidelines and processes for digital initiatives and programmes in three main areas: o Digital production o Digital platforms and dissemination/distribution of work o Digital promotion This may include attendance at Arts Council meetings for the purpose of providing clarification, additional information and advice. 4. Provide written evaluation reports on the artistic quality of the work of both: (i) individual artists and organisations funded by the Arts Council and (ii) new and potential applicants.
