Tender description
<p>Following a successful bid to Historic England, Hull City Council has been awarded a grant of up to £1.75m to deliver a High Street Heritage Action Zone (HSHAZ) scheme within the city. High Street Heritage Action Zones are part of the Government’s national package of high street regeneration initiatives and will deliver a programme of physical improvements, community engagement and cultural activities to reinvigorate historic high streets. In Hull, the HSHAZ scheme will focus on a section of the Hull Old Town Conservation area which covers Whitefriargate and Silver Street. A programme of works will be delivered between late 2020 / early 2021 and March 2024 that will deliver both physical regeneration and community engagement. In order to measure the impact of the investment being delivered through the HSHAZ scheme, Historic England requires the Council to undertake monitoring and evaluation activity. This will involve the collection and analysis of both qualitative and quantitative data to assess changes in the condition of, the use of and perceptions of Whitefriargate and Silver Street over the lifespan of the HSHAZ scheme. The commission will require the appointed Monitoring and Evaluation Consultant to undertake various duties, including those detailed below. NOTE:- Due to the current COVID-19 pandemic, bidders are required to factor in any appropriate measures (e.g. social distancing) to deliver the requirements as part of their bid response. Duties of the appointed Consultant to include:- Further developing and refining the outline HSHAZ Monitoring and Evaluation strategy within the Hull HSHAZ Scheme Programme, in line with Historic England guidance, and in conjunction with input from the HSHAZ Project Delivery Team, including:- • Establishing the terms of reference and confirming the scope for monitoring and evaluation activity • Identifying and establishing suitable baselines references against which monitoring and evaluation activity can be benchmarked • Establishing the methodology to be used for the monitoring and evaluation activity • Establishing reporting frequencies and a monitoring and evaluation timetable for the duration of the HSHAZ programme • Establishing a logic model (showing both quantitative and qualitative methodologies) to provide an ‘at a glance’ summary of the monitoring and evaluation strategy • Advising the Project Delivery Team on stakeholder mapping activity related to the community engagement programme and establishing a high level equality impact assessment as part of the ongoing evaluation activity to allow for continuous learning Other requirements will include:- Periodically review and refine/ update the full HSHAZ Monitoring and Evaluation strategy; Establish a master monitoring and evaluation spreadsheet/ database which allows data collected from the HSHAZ programme to be held in a readily accessible electronic format; Draft the HSHAZ quarterly monitoring and evaluation data for each return (13 quarterly returns in total); Undertake 2 x 40 minute interviews per quarter (26 interviews in total) to collect feedback from project staff/ stakeholders/ delivery partners/ volunteers/ local organisations who have been involved in HSHAZ activity during the relevant period for which the report is being compiled.</p> Keywords: Evaluation Consultancy Services, High Street Regeneration, Monitoring, Evaluation and Impact Assessment, Heritage Action Zone, City Centre Regeneration, Consultancy Services
