Tender description
This contract notice relates to a project to establish a contract for the provision of a feasibility study for the development of a climate neutral estate. This procurement is focused around the development of a net-zero strategy for the University of Strathclyde’s (UoS/the ‘University’) built estate. The work will consider how best to integrate net-zero carbon and adaptation measures at a campus level. The work will utilise previous assessments and academic research using the University’s expertise (students and staff). It will also include existing metering and BMS (Building Management System) data and trends. It will include details from the University’s building conditions survey, as well as the experience of our Building Services and FM (Facilities Management) maintenance contract colleagues. The aim of this technical feasibility study is to carry out a ‘whole systems’ analysis to determine how best to combine a set of innovative solutions that together deliver a 100 % net-zero system delivering power, heat and transport solutions, at each of the University’s existing assets. The work will include a strong focus on emissions reduction, deployment at scale, and learning/teaching and research opportunities. Candidates will be required to provide examples that demonstrate that they have the relevant experience to deliver the services/supplies as described in part II.2.4) of the OJEU contract notice or the relevant section of the site notice. The candidate should use the template provided for them to answer the technical and professional ability question 4C.1.2 of their ESPD response. The below scoring methodology will be applied to each question; Excellent response = 4 The response is comprehensive, unambiguous and demonstrates a thorough understanding of the question. Good response = 3 The response is sufficiently detailed to demonstrate a good understanding of the question. Acceptable response = 2 The response addresses a broad understanding of the question but lacks detail. Poor response = 1 The response addresses some elements of the question but contains insufficient/limited detail or explanation. Unacceptable (Nil or Inadequate response) = 0 Fails to demonstrate an ability to meet the requirement. The below questions will be scored by a technical panel made up of representatives from the contracting authority. Once all scores are agreed, an average score will be applied to each. Please note, the candidate should not exceed the stipulated page count within their response, as anything exceeding this will be disregarded and not taken into consideration. A (50 %) — the candidate must provide 3 examples of similar projects they have completed elsewhere which demonstrate a capability to deliver an assessment of ‘whole energy systems’ analysis and integration at an institutional level. Your response should include, but will not be limited to: — integration of a range of technologies into a whole system approach, e.g. heat, power, energy storage systems etc., — integration with city strategies and planning; — delivering of institution wide aspirations/goals; — actual deployment of the systems, evidence that the Tenderer's work has had a positive impact and has been used; — a focus on the HEFE/education sector. B (25 %) — the Candidate must demonstrate they can assess both climate mitigation and climate adaptation within the team. Please note, if these requirements are not being met within the team, please provide further detail. As noted within the ESPD, if required, please complete sections 2A.17.4 and/or 2C.1.1 and/or 2D.1.2 as instructed. Failure to do so may result in your tender being deemed non-compliant. C (25 %) — the tenderer must demonstrate they have economic and financial modelling capability within the team. Please note, if these requirements are not being met within the team, please provide further detail. As noted within the ESPD, if required, please complete sections 2A.17.4 and/or 2C.1.1 and/or 2D.1.2 as instructed. Failure to do so may result in your tender being deemed non-compliant.
