Summary of the work Assessment of IT and physical infrastructure, across multiple defence sites, ensuring compliance with JSP 604 and JSP 440. Supporting change requests ensuring installations are to standard following MoD processes. Specialist role Delivery manager Expected Contract Length fixed expiry of 31st March 2021 Latest start date Tuesday 19 January 2021 Maximum Day Rate £750 Who Speclialist Work With The specialist will work with a variety of individuals whilst completing the role including civilian, military and contractors. They will primarily report to the Defence Digital SCIDA Project team but will be supported by the regional Def Sites team in which they are based. What Specialists Work On Delivery of the SCIDA function and its outputs in line with JSP 604 guidelines and Defence Digital processes – Completion of Service Level 1 and Service Level 2 SCIDA audits. Completion of ECR (Engineering Change Requests) at stages 3 and 5 delivery. Completion of site infrastructure baselining. Skills & Experience • Atkins SCIDA qualification or evidence of two years employment as a SCIDA within the last five years. 30% • Experience delivering ICT Systems into complex environments and with other teams (e.g. Networks). 15% • Provide evidence and examples of successful delivery of SCIDA services for complex ICT projects within challenging multi-stakeholder environments. 20% • Knowledge of security architecture required in compartmented certified environments; including policies and constraints associated with ICT Systems and working knowledge and evidence of using MoD JSP's 440 and 604. 15% Nice to Haves • Provide evidence of a minimum 5 years’ experience working in an elelectrical/electronic technical/networking engineering role and a minimum qualification at NVQ level 4 or equivalent in either field. 20% • Provide evidence of carrying out SCIDA audits and baselining sites. 20% • Evidence of IET Electrical Wiring Regulations training. 20% • Proven experience working in ICT Transition Planning and Support environments. Evidence of ability to develop/maintain plans for migration of ICT Systems and undertake formal quality reviews of technical/documentation. 20% • Experience of working on ICT Systems in compartmented certified environments. Demonstrable experience in classified domains and Defence Community. 10% • Experience of IT Service Management Tooling Remedy. 20% Work Location The individual will have significant travel to visit all the sites that cover the South Region on a regular basis to complete SCIDA outputs. The South region covers the following counties: Bedfordshire, Buckinghamshire, Bristol, Cambridgeshire, Cornwall, Devon, Dorset, Essex, Gloucestershire, Greater London, Hampshire, Hertfordshire, Kent, Norfolk, Oxfordshire, Suffolk and Wiltshire. Working Arrangments The taskings will take place at a variety of sites. They will be carried out during standard working hours, 5 days a week and there will be no requirement to work weekends. The individual will primarily report to the Defence Digital SCIDA Project team and be supported by the Def Sites team where they are based. Security Clearance SC clearance must be in place prior to the contract starting due to the projects the individual is required to work with. Additional T&Cs An Intermediary Regulations 35 Assessment has been carried out using the HRMC Check Employment Status For Tax (CEST). This requirement falls outside, no further action required. A DCCP risk assessment has been carried out and this requirement is low risk ref RAR-YZTS3H4B. Is there a current incumbent? This is a new requirement and therefore there is no incumbent. 2. Is travel to the various sites excluded from the day rate, thus chargeable at cost on top? An MoD site office location will be agreed as a permanent duty station for the duration of the contract. T&S will be claimable from this stations (minus normal home to permanent duty station mileage) on a pence per mile basis that is in line with MOD Policy. 3. Is there potential for follow on work past 31 March 2021? There will be no option to extend as part of the current contract. 4. Is the maximum day rate exclusive of VAT? The maximum day rate is exclusive of VAT 5. If the SCIDA Engineer works remotely, i.e. home-based, will they be able to claim T&S from their home location? The post is not home based. Occasional homeworking may be an option agreed on a case by case basis by line management. T&S claims will be based on permanent to detached duty station. 6. Is there an incumbent? This is a new requirement and therefore there is no incumbent. 7. Is this project categorised as a Government Critical Programme as such the consultants would receive Critical Worker status and be exempt from Covid-19 travel restrictions? Yes the consultants would receive Critical Worker status and they will be exempt from Covid-19 travel restrictions. 8. Is it envisioned that each individual would have to travel to all sites, or would these be further categorised into say South West and South East? Currently it would be expected for the individuals to travel to all sites, there may be opportunity to divide the sites dependent on the successful candidates and their locations. 9. Can you clarify the amount of effort required - there is a definite end date. The majority of the SCIDA engineers time will be spent at sites completing Service Level audits, baselining etc. there will be some time spent completing prep work, audit reports and travelling.
