Tender description

Torbay Council undertook this second re-tender process, to identify additional successful temporary agency staff providers, who will be selected for a place on two standing lists for: Lot 1 — Approved Temporary Agency Staff Providers; And Lot 2 — Approved Social Worker Agency Providers. The previous published OJEU notice: 2019/S 159-392832 detailed the original tender requirements, to establish and award places on the standing lists for Lot 1 — Approved Temporary Agency Staff Providers and Lot 2 — Approved Social Worker Agency Providers. Following award of places, both standing lists commenced on 3 January 2020. When a new requirement for an agency worker arises, all providers on the relevant standing list, will be invited to put forward candidates for the available temporary position and the selection will be based upon an assessment of the Candidate's CV and the outcome following an interview, undertaken by the Authority. There is also a requirement for a new standing list for: Lot 3 — Approved Temporary Agency Staff Providers for services required by South West Integrated Services Company (SWISCo). SWISCo is the authority's new arms-length company, responsible for refuse and recycling collection, street and beaches cleansing, flower beds, street-lighting and traffic signals, etc. Because of the nature of SWISCo's service provision, agency staff are required at very short notice, sometimes with minimal lead time to source candidates from multiple Providers. Therefore, once places have been awarded on this standing list, each provider will then be asked to take part in a further competition, to establish a dedicated default provider who will work closely with SWISCo for the duration of the standing list and will be expected to deliver the roles required. If the awarded provider cannot fulfil the temporary position at any time, then the other providers on the standing list for Lot 3, will be invited to put forward candidates for the available temporary position. Full details of the requirements for Lots 1, 2 and 3, were available within the tender documents. Lot 1 — Approved Temporary Agency Staff Providers appointed to a standing list: This will be used by Torbay Council business units, when there is a need for temporary (professional and other role) positions. The standing list may also be used in the future by the Torbay Development Agency and any current or future arms-length companies wholly owned by the authority and by any third party organisations including schools and academies who currently use the services of Torbay Council’s Human Resources Team, or are likely to in the future through a service level agreement.
