A Meet the Buyer’s Webinar event has been scheduled for Tuesday 24 November 2020 and Wednesday 25 November 2020, for the council to share the upcoming plans for the commissioning of homes and support services for children looked after and care leavers procurement. The Council would like to hear from providers with experience in delivering the following services for looked after children and care leavers in order to give an opportunity to explain the upcoming intended dynamic purchasing system (DPS) procurement process: — foster care homes (independent fostering agencies), — supported lodgings, — children’s homes, — semi-independent accommodation and support services for young people aged 16 plus and care leavers. This is not an invitation to tender. The Council would like to hear from providers with experience in delivering the following services for looked after children and care leavers in order to give an opportunity to explain the upcoming intended Dynamic Purchasing System (DPS) procurement process: — foster care homes (independent fostering agencies), — supported lodgings, — children’s homes, — semi-independent accommodation and support services for young people aged 16 plus and care leavers. We are inviting individual organisations, including VCS organisations, partnerships or consortia to attend this meet the buyer’s event. Details of organisations attending the events will be shared with everyone attending as well as published with Invitation to Tender documents. This is to allow organisations an opportunity to network and/or form partnerships in order to deliver the Council’s statutory duty and ensure good quality, locally available homes which represent value for money. Organisations will also be given the opportunity to ask commissioners any questions. If organisations have any immediate questions then please contact Lukeman Appiah (details below) and the commissioners can address this at the Event. All questions and answers will be shared with attendees of the Events. It is intended the service will be procured this financial year with a contract start date of 1 June 2021. This is not an invitation to tender. Following successful market engagement events held during July, August and October 2020, and input from children and young people who are currently in care and care leavers, the Council is seeking to commission a co-production approach. This will build services that are in line with the wishes and views of children who will actually live in the homes. This will be reflected in the service specification for all the types of homes proposed for the DPS. This procurement will be tendered in Lots and it is intended that the providers will have the opportunity to apply for one or more lot. We are also exploring the option to make the DPS available to other local authorities. The service is under increasing budgetary pressure and is keen to explore with providers how to achieve a sustainable pricing model. We are looking to achieve a service model that will provide positive, realistic and achievable outcomes for the service users. The Council intends the contract to commence on 1 June 2021 and is considering a four year DPS with an extension of up to 4 years.
