Tender description
East Staffordshire Borough Council is seeking to replace its fleet of Refuse Collection Vehicles, Mechanical Sweepers and other miscellaneous waste collection vehicles. The Council is therefore seeking suitably qualified organisation to bid for the Contract Hire (with maintenance) of the vehicle fleet, and suitably qualified organisations to bid for the maintenance only of the vehicle fleet. East Staffordshire Borough Council is seeking to replace its fleet of refuse collection vehicles, mechanical sweepers and other miscellaneous waste collection vehicles. Lot 1 is a contract for an organisation to supply a fleet of the specified waste collection vehicles through a contract hire agreement and in addition provide maintenance services for that specified fleet of vehicles. The scope of the fleet includes: — refuse collection vehicles (RCVs): 26 tonne single body; 26 tonne split compaction; 12 tonne split compaction; — mechanical sweepers: compact sweeper -small; road sweeper; — 3.5 tonne cage vehicles: 3.5 tonne caged vehicle — day cab; 3.5 tonne caged vehicle — crew cab; — Other: • electric car derived van; • electric car derived van crew cab; • electric panel van; 4 x 4 crew cab pickup truck; • 7.5 tonne food waste collection vehicle (this vehicle will only be required if the Government imposes mandatory separate food waste collections during the span of the contract). All maintenance and repairs are to be carried out by the contractor at their own or subcontracted facilities. The Council may allow the contractor to undertake minor repairs at the operating address, if agreed in advance with the authorised officer, and provided that the Contractor complies fully with the contractor’s and the Council’s risk assessments and safe working procedures. The contract hire service will include full vehicle maintenance as set out in the procurement documents. All maintenance and repairs are to be carried out by the contractor at their own or subcontracted facilities. The Council may allow the Contractor to undertake minor repairs at the operating address, if agreed in advance with the authorised officer, and provided that the contractor complies fully with the contractor’s and the Council’s risk assessments and safe working procedures. For the avoidance of doubt, lot 2 is for maintenance services without incorporating the supply of the waste collection vehicles. The authority’s intention is either to undertake a separate procurement process for the supply only of the waste collection vehicles to the same vehicle specification on an outright purchase or to source the vehicles on an outright purchase via a framework agreement direct call or a mini competition. Both will be alternatives to contract hire with maintenance and it is the authority’s intention to use the alternative processes set out above to identify the most economically advantageous funding option incorporating the maintenance considerations.
