Tender description
This is proposed as a 3 year contract. The Council of the Isles of Scilly is looking for a waste contractor to transfer and dispose of, or treat, the residual waste and recycling arising from the Isles of Scilly. The Council is seeking to explore with potential contractors the opportunities and solutions available for the treatment or disposal of waste and recycling arising from the Isles of Scilly in line with the Council’s carbon reduction objective to be a carbon neutral organisation by 2030. The collection and transfer of recycling from Penzance Quay and subsequent processing at a specialist recycling facility in line with the Council’s carbon objective. The Council of the Isles of Scilly produced 124 tonnes of dry mixed recycling during 2019-2020, contributing to the islands annual total waste diversion rate of 38.4 %. This was a significant step change given the Council only began collecting dry mixed recycling in December 2018 and as a result of the implementation of dry mixed recycling, on island recycling rates almost doubled. The Council has recently moved from away from transporting dry mixed recycling in skips to baling/wrapping for marine haulage from St Mary’s to Penzance Quay. As part of this contract, the Council would like to investigate what further segregation opportunities are possible across the islands, bearing in mind the limited resources, geography and infrastructure currently in place. The Council is keen to work with the successful waste contractor to identify and progress these opportunities where financially viable and in line with Government requirements. The collection and transfer of residual waste from Penzance quay and the subsequent disposal via energy from waste in line with the Council’s carbon objective. The Council of the Isles of Scilly produced 826 tonnes of residual waste during 2019-2020, a significant reduction from the previous year due to the roll out and subsequent diversion of kerbside dry mixed recycling out of the residual waste stream. Residual waste is collected across all inhabited islands and transported to St Mary’s before onward transfer to Penzance Quay. Residual waste is transported in skips to the mainland for onwards disposal at an energy from waste plant. The collection and transfer of specialist waste and recycling streams (scrap metal, clear flat glass, tyres, asbestos, plasterboard, automotive batteries, and hazardous waste) from Penzance quay and the subsequent treatment, recovery or disposal in line with the Council’s carbon objective. The Council of the Isles of Scilly produced approx. 100 tonnes of specialist waste and recycling streams during 2019-2020. Specialist waste streams are collected across the islands and transported to St Mary’s prior to onward transfer to Penzance Quay. These waste streams are transported in separate skips to the mainland for onwards recovery/disposal. The Council may not choose to proceed with Lot 3 as part of the invitation to tender based on supplier feedback from the PIN and supplier day. The Council does not at this time collect food waste on the Isles of Scilly. The Council is currently reviewing how it can meet the Government’s requirement for food waste collection and disposal by 2023. The Council is keen to understand what potential options are available to collect and dispose of food waste both on island and on the mainland in line with the Council’s carbon objective. The Council may not choose to proceed with Lot 4 as part of the invitation to tender based on supplier feedback from the PIN and supplier day.
