Provision of Technical Support – Better Energy, Energy Efficiency Obligation Scheme Services

Tender description

The objective of this RFT is to invite proposals from suitably qualified service providers to provide technical support to SEAI in the area of Participating Energy Suppliers Energy Credits Evaluation for the residential, market. The provision of technical advisory support, research, analysis, development of technical guidelines and/or tools, guidance notes, advice and recommendations on the Energy Credits Evaluation. The expertise shall include knowledge of mechanical and electrical engineering products/technologies/installation, Irish building regulations, building fabric/insulation and electricity use in the home. Tenderers shall be able to analyse the pros and cons and technical viability of low energy/carbon technologies and be able to input and analyse these technologies including the effects within DEAP and the resultant BER. Tenderers shall be familiar with the process in analysis framework and development of energy credits which shall be based on the Energy Services Directive - Better Energy Partners. Tenderers must have detailed knowledge of Irish Building Regulation and all IS/BS/EN related to the Irish building regulations. SEAI will initially award a framework agreement for a term of two years (“the Term”) which subject to satisfactory performance, organisational needs and budget availability, may be extended for up to one consecutive period of twelve months on the same terms and conditions, depending on the project’s progression and subject to SEAI’s obligations at law. The framework will be for a maximum period of three years.
