Tender description

The Environment Agency requires new supplier arrangements for MEICA maintenance and project works. Through the issuing of this prior information notice the Environment Agency wishes to notify and engage the market to understand supplier capability and the level of interest in each area for these opportunities. Suppliers are invited to respond to the linked survey. The Environment Agency is developing a specification and procurement strategy for project delivery and maintenance services (including a 24/7/365 call-out service and delivery of minor/non-complex projects) for MEICA (Mechanical, Electrical, Instrumentation, Control and Automation) assets across England. The services will primarily be performed on the Environment Agency Flood and Coastal Risk Management, Water Resources and Navigation sites. Examples include pump stations and waste pumps, flood and sluice gates, penstocks, outfall flaps, related buildings and structures, tidal barriers, water transfer systems/pipelines, boreholes. Assets include (but are not limited to) outfall flaps; PLC and relay controlled MCC’s; electrically driven actuators; shaft driven and submersible axial flow pumps; Archimedean screws; hydraulic systems; lifting and hauling equipment; water flow and level measurement instrumentation; fire alarms; CCTV and security systems. Maintenance lots Examples of typical maintenance include scheduled maintenance; on-site panel service and repair; water level instrumentation calibration, diagnosis and repair; ICA and telemetry fault diagnosis; diagnosis and installation of building services such as lighting and power. (A full list of assets, sites and requirements will be included with the tender documentation.) It is currently intended that the requirement will be divided into six areas (lots): (i) North West, (ii) North East, (iii) Central (Anglia and Midlands), (iv) South East, and two South West areas, (v) Wessex, (vi) Devon and Cornwall, with a single supplier appointed to each area. The estimated value of each maintenance lot is approximately GBP 1 million per year for (i), (ii) and (iv), GBP 2 million for (iii) and GBP 1 million combined for (v) and (vi) (All figures are based on previous years spend and are included for indicative purposes only). Project framework The Agency also intends to appoint a national multi-supplier framework for the provision of complex MEICA projects with values up to GBP 250 000. Through the issuing of this prior information notice the Environment Agency wishes to notify and engage the market to understand the level of interest in each area for these opportunities. This information will help to shape the procurement strategy and procedure that will be followed. Suppliers are invited to take part in a short (five Y/N questions) survey to lodge initial expressions of interest and provide feedback to indicate: (i) your likely interest in bidding for each area/lot; (ii) your capability in providing key disciplines; (iii) any other factors or suggestions you consider relevant. Following consideration of the survey responses the Agency may wish to engage in further discussions with respondents which may further inform any subsequent tender documentation and the procurement procedure followed. Please note, the Agency intends to use the information gathered to shape the proposed procurement process and specification. The Agency will provide regular updates to all suppliers that respond to this survey, however participating in this market sounding exercise will not guarantee short-listing at a later stage in the procurement and the Agency reserves the right not to proceed with the procurement process. The Agency will not meet any costs incurred by any party in responding to this notice. The Agency reserves the right to change the scope or approach to this procurement exercise.
