Tender description

The aim of the procurement of these block arrangements is to secure domiciliary capacity for individuals leaving reablement (Essex Cares Ltd and In Lieu Of Reablement) on a six month basis. The block providers would also, where capacity allows, be expected to accept packages from the community or directly from the hospital to support placements during winter pressures and ensure the block capacity is fully utilised before any placements go to SPOT. The block arrangements will provide an opportunity to develop sustainable supply (rounds) in areas that are currently hard to reach and learn and improve the processes for exiting reablement where ongoing domiciliary care has been identified for an individual. The procurement will be made up of three lots resulting in the award of three contracts to the bidders who achieve the highest overall score using a price/quality split of 60:40. Each contract will secure two rounds of domiciliary care made up of the following geographical lots: 1) Stour Valley/Three Fields (and surrounding areas), 2) Manningtree, Mistley, Little Bentley and Tendring, 3) Brightlingsea. Following the 6-month period, these packages will revert to LAH and as part of the tender process, an hourly ongoing care price will need to be submitted for this element and continue to provide care for the already established rounds.
