Kirklees Council is looking into potential procurement options to appoint suitably qualified and experienced organisations to deliver the Kirklees Learning and Evaluation Project. This is a large scale piece of ‘culture change’ work across Kirklees partner organisations to develop and implement an approach to learning and evaluation across Kirklees partners that will embed learning and evaluation in everything we do. Kirklees Council is carrying out a preliminary market consultation (PMC). This is not an invitation to tender or a request for formal expressions of interest. The Council, as contracting authority is issuing a request for information only to assess the reaction of the market and thus make any potential procurement process more focused and efficient. The key outcome for this project is for a system-wide culture of learning and evaluation to be embedded across the Kirklees Partnership. The learning and evaluation project needs to ensure a meaningful and consistent approach to evaluation; support system-wide innovation and coordination; contribute to improved and sustainable citizen and partner engagement; and enable ongoing shared learning and improved outcomes across Kirklees. The evaluation objectives will include understanding the direct and indirect impact of Covid-19 and our responses to it at an organisational, system and population level. Several engagement and evaluation activities have already taken place across Kirklees to explore and understand some of these issues. The value of the project is unknown at this stage, therefore the PIN is being issued to ensure that any subsequent procurement process that is undertaken by the Council following the market engagement is complaint should the value of the services required exceed the threshold for goods and services. The Council would like to gain information from the market regarding several issues related to the potential procurement exercise.
