Tender description

In December 2017 and March 2019 Network Rail issued a Prior Information Notice (OJEU notice: 2017/S 242-502338 and 2019/S 060-138165 respectively) to engage with the market to assess the level of interest in the tender opportunity, in this present instance Network Rail is engaging with the market to provide an update on the proposed procurement, the associated indicative timescales and seek to further understand market capability in terms of contracting/delivery options. Network Rail currently operates a fleet of long welded rail trains and rail delivery trains (hereinafter also referred to as the ‘Rail Delivery System’) which were built in 1984-1985. The current fleet consists of 3 Long Welded Rail Trains (‘LWRT’) which were introduced in the mid-eighties. While the Rail Delivery Trains (‘RDT’) fleet developed around 2000 consists of 8 trains. Given the age profile of the fleet Network Rail are considering both the future for the fleet and the overall strategy for rail delivery. At present Network Rail owns the Rail Delivery System and then contracts out the operation, maintenance and rail haulage of the assets. As noted above, two previous PIN’s have been issued to market and feedback carefully considered in the preparation of the potential procurement. It is Network Rail’s intention to contract with potential Supplier(s) to provide the following services through capital or leasing arrangements: — design and build, — operation, — maintenance, — haulage, — solution incorporating all service elements. This PIN and supporting information seeks to inform the market of the estimated timetable associated to the procurement and further explore the markets capability to meet the commercial model proposed. Note: This notice does not replace the earlier PIN(s) but is in addition to the original notice. Interested parties should contact Rob Yems (rob.yems@networkrail.co.uk) to request a Soft Market Questionnaire in support of this PIN. Please note the deadline for Supplier submission of the Soft Market Questionnaire is Thursday 3 December 2020 17.00 This is not an invitation to tender, it is solely a market engagement exercise and no direct business will be awarded as a result of participating in this exercise. Further responding to this PIN will not in any way advantage or disadvantage any supplier in a future procurement exercise. Following the market engagement exercise, network rail will not be bound to conduct a procurement exercise or to award any contract, and where it commences a tender exercise reserves the right to cancel the tendering process at any time.
