Tender description

NHS Test and Trace is the national organisation under the Department for Health and Social Care (DHSC) responsible for conducting Covid-19 testing in response to the Covid-19 pandemic. The organisation requires fulfilment services to support all Covid-19 testing via the Home Channel. NHS Test and Trace are advising the market of our intention to procure these fulfilment and associated services to ensure the continuity and growth of the testing capability via the Home Channel. The demand for Covid-19 testing via the Home Channel is increasing significantly. NHS Test and Trace is seeking to procure the replacement service for Home fulfilment, with continuity of service being fundamental during this transition period. The ambition of NHS Test and Trace is to ensure that everyone who needs a test in the UK has access to one. The Home Channel is one of a number of convenient channels helping to facilitate Covid-19 testing. To support the Home Channel, NHS Test and Trace requires fulfilment services consisting of the following component parts: • receipt, stock management and warehousing of stock, including a 7-day buffer stock; • picking, packing, and addressing each order (each order shall be a minimum of one test kit and up to a maximum of four test kits); • next day delivery to UK and NI home addresses; • provision of operational MI relating to stock control and order status; • handling queries and complaints. The contract duration is going to be 12 months plus an optional 12-months extension, with an indicative value of GBP 550 million for the initial contract period. The volume is anticipated to be approximately 215 000 test kits a day. For the duration of these contracts, DHSC has commissioned an inventory management system to track stock centrally across all its facilities. The supplier has the option to transact directly in the DHSCs Inventory Management system. If any other WMS system is utilised by the supplier, the system shall have the capability to interface directly with DHSC's Inventory management system and middleware (Oracle Integration Cloud) using pre-specified interfaces.
