A review of the central business support services highlighted significant issues in the quality of service due to a range of factors. Benefits of operating as a Trust including not adequately supporting teaching and learning; lack of assurance in meeting all regulatory compliance; leading to increased administration overheads at the school level. The level of resource, capital investment and time delay, needed to transform the service is prohibitive, preventing the Trust of transformational the change required. The outsourced joint venture management service has the potential to achieve transformational change, at the Trust, utilising the capacity and expertise of an external organisation to provide the central services and operational support that meets the requirements. Unlike traditional outsourcing, the joint venture model provides the Trust with an element of partnership working with the supplier, providing the services. There are 3 schools that are part of Trust: 1) ACE Plymouth; 2) Courtlands Special School; 3) Tiverton Special School.
