Why the Work is Being Done Effective information sharing to enhance the collective safety and resilience of the UK's businesses to better protect the UK from terrorist attacks. Problem to Be Solved To provide a central location for protective security advice and guidance that is timely, authoritative and free at the point of use, that encourages businesses to improve their protective security stance and preparedness. Who Are the Users Users of the system will be from all sectors of business and industry from large corporations to Small and Medium Size Enterprises. Early Market Engagement Through experience of similar tenders and a review of the procurement framework, it is assumed that there is a wider market of supplier availability for this tender due to the assumed reliance on existing technology to provide a suitable solution. Work Already Done Initial capabilities have been base-lined, primary capabilities have been captured from user requirements for an initial first generation Minimum Viable Product (MVP), with further developments planned. These are ready to hand over to the new developer and supplier. Existing Team Currently information is of push nature and provided from a limited number of Subject Matter Experts. The new system will enhance this service to two way communication with a dedicated team. Current Phase Discovery Work Location Assumed London but can be based anywhere (but must be able to travel to London during agreed periods). The customer notes restrictions placed by COVID-19 on travel capability. Working Arrangments Suppliers will be expected to work remotely or on their premises. Working arrangements will follow a hybrid approach with suppliers working on-site and remotely. On-site delivery partner resources will conform to prevailing CTP rules & procedures. Expenses will conform to CTP internal policies and will not be payable within the M25. Security Clearance Staff involved with the delivery of the Contract shall be vetted / willing to be vetted to a level commensurate with the highest Classification of CTP-related assets (e.g. information, software) to which they could have access. For this contract CTC clearance will be the highest level of vetting required. Additional T&Cs Crown Commercial Service - DOS Framework T&C's. Skills & Experience Demonstrate expertise in successful agile delivery of digital services following best practice. Demonstrate expertise in setting up and operating software capability, including application maintenance and support and continuous improvement. Demonstrate expertise selecting and delivering technologies for Customer Relationship Management (CRM). Demonstrate ability to reach into an extensive supply eco-system of niche products and skills. Demonstrate experience of delivering in multi-stakeholder environments. Ability to mobilise quickly following contract award. Ability to integrate with existing customer technology and services. Demonstrate experience of typical 'First, Second and Third Line' level troubleshooting and service management examples. Demonstrate experience of delivering and implementing hosting services. Demonstrate experience of delivering successful websites and public-facing digital services. Demonstrate experience of delivering scalable cloud services.
