Tender description
Delivery of an extension to an existing power network by the incumbent Distribution Network Operator for East of England, UK Power Networks. This includes substantial high voltage works and an associated contract between UKPN and National Grid for 400/132kva infrastructure. National Grid Electricity System Operator Ltd are also paying towards the costs. Works are to unlock constraints and address a strategic need for energy infrastructure investment in the Biggleswade A1 corridor area. Central Bedfordshire Council received an offer from the Ministry of Housing, Communities and Local Government of funding from the Housing Infrastructure Fund in August 2019, which is managed by Homes England, for investment in the Works at the Site. The Council have worked with Homes England and the Infrastructure and Projects Authority to agree the nature of works required with UK Power Networks and National Grid. Grant funding was agreed on 16 October 2020. The Infrastructure Funding has been provided by Homes England to help stimulate housing development and economic recovery within the Biggleswade and surrounding area. This includes support to provide additional import capacity and to undertake an initial up-front assessment and design for potential export capacity at the Site. The Works will enable the provision of an import capacity of 80 000 kVA and will require extension works to our existing network and works to the transmission network which will be carried out by National Grid Electricity System Operator Limited and National Grid Works. The DNO Works to be carried out at the Site are deemed to be Extension Works to an existing network in accordance with terms set out in paragraph 5 of UKPN's Common Charges and Methodology Statement (April 2020) in order to effect the Initial Connection. UK Power Networks will manage the relationship with National Grid ESO and National Grid Works accordingly. The cost of the National Grid Works is payable by CBC and is subject always to the Terms and Conditions. The value of the works agreed is GBP 57.4M and includes GBP 16.3M National Grid contributions and GBP 41.1M from the Housing Infrastructure Fund via Central Bedfordshire Council.
