Tender description

HS2 Ltd is intending to procure a contract for the provision of Independent Technical Expert Panels (ITEPs). The purpose of this Periodic Indicative Notice ('PIN') is to provide the market advanced notice of HS2 Ltd's proposed procurement and contracting approach for the services, and to invite potential suppliers to participate in market engagement with HS2 Ltd in order to inform the development and finalisation of the proposed approach. Further information on the intended approach and how potential suppliers can participate in HS2 Ltd's market engagement exercise are set out in II.2.14) and VI.3) Additional information sections below. HS2 Ltd anticipates publishing a contract notice in January 2021 to commence the procurement of the contract, subject to the statements/conditions contained in VI.3) Additional information. HS2 Ltd has a requirement for a supplier to establish, manage and provide ITEPs to peer review its Main Works Civils Contracts (MWCC) scheme, Stations and Phase 2 detailed designs and construction methodology. The ITEPs will be used to: • provide an additional level of technical assurance (referred to as ‘Line of Defence 3 — LoD3’); • advise on any technical decisions HS2 Ltd need to make in respect of the design and/or risk management; • problem solve where particularly complex technical issues arise; • challenge excessive conservatism in design; • identify any issues that could lead to fatal flaws; • identify any unidentified risks; and • confirm that the risk mitigations are appropriate and that any residual risks are acceptable. Whilst HS2 Ltd has a one year contract in place to provide the above-mentioned services, HS2 Ltd is now looking at opportunities to enter into a long term contract with a supplier. Full details on the scope of requirements relating to the contract are under development and will be identified in the relevant contract notice and related procurement documentation.
